Dog owner Guillaume Belanger, 22, of Ignace, Ontario, was charged after his 15-pound dog was strangled to death.
He has been charged with animal cruelty after allegedly strangling a puppy to death because the border collie nipped him.
Police said the dog's body was put in a plastic bag and dumped at a landfill.
A release from the Ontario Society for the Prevention of Cruelty to Animals said it was believed the strangulation went on for more than 10 minutes before the animal died.
Vicky Earle, the society's chief executive officer, said "We are shocked and appalled at the degree of cruelty inflicted on this poor defenseless animal." The maximum penalty is six months in jail, a $2,000 fine and a two-year probation on animal ownership.
